In March of 2021, Congress passed The American Rescue Plan Act (ARPA). The Homeowner Assistance Fund (HAF) is one component of ARPA being administered by the United States Department of Treasury. KIHA applied for HAF funds and must now submit a HAF Plan (by September 30, 2021) demonstrating how those funds will be used to benefit homeowners in Kodiak. If you are a homeowner experiencing financial hardship, stay tuned because this is the program for you.

Available Assistance

  • Mortgage Payments
  • Manufactured mobile home loan payments
  • Utilities – Electric, Gas, Home Energy and Water
  • Homeowners Assoc. fees,
  • Condominium Assoc. fees
  • Delinquent Real Estate Property Taxes
  • Land contract payments
  • Homeowner’s hazard, flood, and/or mortgage insurance
  • Mortgage Principal Reduction
  • Home repairs necessary to prevent homeowner displacement

Qualifications

  • Must be enrolled in a federally-recognized American Indian or Alaska Native tribe
  • Must live in the Kodiak region
  • Applicant must own and occupy the property as their primary residence
  • Must have experienced a Qualified Financial Hardship after January 21, 2020. (A reduction in income or an increase in living expenses due to COVID-19 pandemic.)
  • Be enrolled in a federally recognized American Indian or Alaska Native tribe and live in the Kodiak region:
    • Exceptions may be made to include non-AIAN homeowners who are deemed essential workers in remote communities.
  • Homeowner must attest that they experience a financial hardship after 1/21/2020.

 

  • Own & occupy the home as their primary residence.
  • Must income qualify. Homeowners who make 150% or less of Kodiak’s Area Median Income may qualify.
  • Homeowners who have previously filed for bankruptcy but who are no
  • longer in bankruptcy, must provide proof of court order “discharge” or “dismissal”.
  • If in forbearance or delinquency, homeowner must complete and sign affidavit, application, disclosures, and third-party authorization forms.
  • Homeowners must agree to provide all the necessary documentation to satisfy program guidelines within timeframes established by KIHA.
  • Co-owners are not permitted to separately apply for HAF program assistance.
