Kodiak Island Housing Authority (KIHA) is soliciting proposals from qualified design professionals (licensed architects and engineers) to provide design services for the remodel and expansion of the Woodside Manor Family Investment Center (FIC) building located at 2815 Woody Way. The purpose of this project is to develop schematic designs, code compliance evaluations, and preliminary construction cost estimates. The design will include a code-compliant institutional/community kitchen, upgrades to building systems for full compliance, and a reconfigured layout to meet the functional needs of KIHA’s community programs. This solicitation is for design services only; no construction services are included in this contract.

Due to recent severe weather events, power outages, and the operational disruptions caused by the snow impacts across the state, KIHA recognizes the hardship these conditions have created for several interested parties preparing submissions for RFP 25-08 – Family Investment Center Remodel. Q&A

SCOPE OF WORK request comprehensive design services and, II). BUILDING CODE COMPLIANCE AND SYSTEMS, C) requires stamped design drawings from licensed professionals where required, and VII). DELIVERABLES, A) requires Conceptual and schematic design drawings?

This RFP will serve as the basis for a future solicitation for contractor build-out and installation. The more complete and detailed the design package, the better positioned KIHA will be to develop accurate construction documents and obtain competitive bids.

Could we get a clarification as to how far the design should be completed? Conceptual and schematic design documents may cover the overall scope of the project, but are not comprehensive, nor used for construction so typically are not signed.

This RFP is intended to produce design plans that optimize use of the existing interior space. KIHA will later issue a separate solicitation for contractor installation. We understand that conceptual and schematic design drawings are not construction-ready; however, we expect them to be developed with sufficient detail to guide the upcoming build phase.

Could you confirm design work is limited to interior spaces and no building expansion/addition is required, or any site work is required.

Correct. The design scope is limited to interior spaces. No building expansion, addition, or site work is anticipated, with the possible exception of removing an exterior door and accommodating a kitchen exhaust fan

Are there existing building structural drawings available?

All available structural and building drawings have been posted with the RFP. KIHA continues to search for additional documentation and will distribute any newly located or developed drawings to all registered planholders as they become available

If there will be modifications to interior walls, we will need to know which walls (if any) are bearing walls.  Will we need to schedule a site visit to look at the existing building?

Confirmation of existing structural conditions will need to occur on site prior to proposing any wall modifications. A site visit is strongly recommended to verify bearing walls and existing framing conditions

Do we anticipate modifications to exterior doors and windows?  This could trigger a lateral analysis/upgrade on some or all elevations.

Only minimal exterior modifications are anticipated. There is a potential need to reconfigure or replace an exterior door to maintain boiler access, which should be evaluated during design.

For the new kitchen, is this over a crawl space or slab-on-grade?  If it is over a crawl space, there will likely be upgrades required to the floor framing for increased live loading.

The area currently designated as the freezer room is located over a crawl space. This room originally functioned as the facility’s laundry area and previously supported five sets of washer/dryers. Any necessary structural upgrades for the proposed kitchen load requirements should be identified as part of the design.

For the new kitchen, should we be anticipating a roof-supported hood structure?

At this time, the only anticipated mechanical change is the kitchen exhaust system. No roof-supported hood structure is expected beyond what is required to meet code for kitchen ventilation.

Any idea on the quantity of any new rooftop mechanical units we should be anticipating?

KIHA anticipates only the mechanical equipment needed to support the new kitchen ventilation system. No additional rooftop mechanical units are expected unless required to meet code or performance criteria identified during design.

We want to confirm that the design documents produced for this project are Conceptual and Schematic designs as stated in VII), DELIVERABLES. The confusion is that I), SCOPE OF WORK states that the design team shall provide “comprehensive design services”. We understand that condition surveys, system recommendations, general cost estimating are needed in addition to the Conceptual and Schematic Designs.

The intent of this RFP is to obtain comprehensive design services only within the scope appropriate for developing Conceptual and Schematic Design documents. This RFP does not require full construction documents, full engineering design development, or stamped construction-ready drawings. Those will be produced later under a separate solicitation for contractor build-out.

Design goals related to the new kitchen component:

  • Will all meals be served on site?
    • Yes. The Family Investment Center prepares and serves daily meals and snacks on site for enrolled children. This includes after-school programming during the school year and expanded meal service (breakfast, lunch, and dinner) during summer programming. A portion of meals/snacks are also packaged and transported to Heritage Heights, another KIHA residential site.
  • How will they be served (cafeteria line, self-serve, family style, etc)?
    • Meals are served cafeteria-style, with youth aides or staff serving food to the children. It is not self-serve.
  • Will any meals be transported off site (meals-on-wheels type program)?
    • Yes. In addition to on-site service, staff prepare and transport pre-planned meals and snacks to the Heritage Heights location. This is not a large-scale meals-on-wheels program, but a routine off-site meal delivery for one additional KIHA facility.
  • Will you desire a Walk-in cooler and/or freezer, or just reach-in units? Either are acceptable for Alaska Health Code.
    • We currently operate with two large commercial freezers and a commercial refrigerator that meet our needs. We are open to design recommendations based on best layout and efficiency, but at this time either reach-in or walk-in units would be acceptable, as long as they comply with Alaska Health Code and support current meal volumes.

Please confirm you want to cook on site (type one exhaust hood system) versus just a warming kitchen where food is prepared off-site and transported here for service.

Yes, we confirm that this facility requires a full on-site cooking kitchen, not a warming kitchen. Daily meals and snacks are prepared on site, requiring appropriate type-one hood ventilation and code-compliant kitchen systems. Some meals are additionally packaged and transported to Heritage Heights, but primary preparation occurs on site.
